hi Helen, You get out what you put in. It depends on what you are wanting the language for. Proficiency is also a relative term. Most people at a mid to high B2 level are proficient for most business needs. You need to find out what way of learning works for you. Certainly exposing yourself to English in forms or magazines and TV shows (with or without subtitles) is massively important outside the formal language and grammar studies.

If we assume that "proficient" means "expert", "experienced", "skilled" or the like, then just one year is not enough at all. But even if you start from scratch, in one year, you can be "proficient at your own level". What do I mean by that? It is directly related to your second question about factors. If there's serious commitment from both parts, student and teacher's, and you devote enough "quality time" to your studies, then you can surely make great progress.

It's hard to put a time frame to learning English - any skill, including language learning, can always be refined and improved.
