I want to grant people some of the opportunities I was granted when I studied for my GCSEs, let them know that they can aim above.

I would start by establishing what the students goals are, then move on to their strengths and weaknesses. Past papers are the most beneficial part of revision as they give you a full overview of where you are at currently so I would go through one with a student and mark it together, then based off what they struggled on start revising those topics in more depth before re visiting another past paper and repeating that process. Whilst doing so discussing if this is helping the student or if they find an approach more suited to them that they would like to try instead.
