Water is referred to as a universal solvent ( Dispersion medium)  because of it's ability to dissolve almost all solutes in the universe thus water can dissolve almost everything in the universe although it might take a very long period of time to dissolve some substances

Water is a polar solvent, which means it can dissolve many polar and ionic substances, but it is not capable of dissolving all types of substances.

For example, water can dissolve many types of salts, sugars, acids, and bases. It is also able to dissolve polar compounds such as ethanol and methanol.

However, water is not able to dissolve non-polar compounds such as oils and fats. These substances are hydrophobic, which means they do not interact well with water and tend to separate from it.

Additionally, water is not able to dissolve certain gases such as oxygen or carbon dioxide at normal pressure, as these gases are not very soluble in water.

So, it is not accurate to say that water dissolves everything, it can only dissolve some polar and ionic compounds, but not all types of substances.

Water is a liquid that dissolves in many substances. It is the most abundant substance on earth and has a neutral pH. If you need to know whether water can dissolve in something, you can put a droplet of water on the surface of the substance and wait for it to evaporate. If it evaporates, then the substance will dissolve in water :) hope this helps !
