I would first identify what the student is struggling with if there is a specific area and initially use a few techniques such as flashcards/questions/drawings and diagrams to see what works best for the student in being able to understand information and relay it in an exam. I would work through questions with them as an example and have them answer more outside of the lesson to reinforce their knowledge. After each lesson I would briefly document how it went and what could be improved and share it with the student so they have updates of what is working well and what needs to be improved in order to maximise their full potential.
