I have 7 years experience teaching Mathematics. During my lessons I have come across all sorts of students with different capabilities. All that is evident is no student is completely not capable of understanding the maths concepts with ease. As a science, maths need regular practice which need to be married with hand on practice. The basic mathematical operations such as multiplication and substraction dictates that for complete understanding of concepts one must practice regularly.
