The way I have learned English (French and German, back in the days) was by experiencing it everyday through living in the country when possible or by reading books, listening to audio books, engaging in conversation with native speakers, listening to music, watching TV, on top of my normal language lessons in School.
I find these actions to be the best methods to gain vocabulary and fluency....

As my Secondary French teacher told me in the beginning is not about speaking a language flawless but getting at easy speaking it.
Communication is the most important, getting your message through.
Don't be shy, don't feel embarrassed by the mistakes you will make, people may laugh and find funny the way you talk but they will acknowledge your efforts.
Identify you weaknesses, ask for help, be willing to learn and
Proficiency comes with time.
Lots of native speakers never achieve proficiency :-)
Be bold, but humble, confident but polite and you will succeed.
