I'm sure there will be tutors that disagree with me, but yes, it is. There are elements of theory that definitely help with learning, and there are some very basic elements of theory that you will need to learn (for example, what a C chord shape or a G chord shape is), but you can learn songs and shapes and that will get you a long way in being proficient at guitar. You can revisit theory later if you choose to after getting good at guitar.
