This habit differs slightly from the north to the south of Italy. 

Cultural differences between the north and south of Italy

In the north of Italy there are many cities, like Milan, that are viewed as hubs for business and professional growth. Like many similar cities in the world, people living there may have adopted more of a professional, business-focused mindset, but they still use hand signals when communicating, especially amongst their friends and colleagues.
